Job Descriptions / Responsibilities:
- Implements and controls the project budget. Controls change orders to the contract(s). Ensures a proper monitoring of the expenditure is actively involved in the procurement as well as the commercial process and reports adequately about the reached milestones and latest estimate of the project’s business case. Ensures effective cash-management. Ensures to financially close the project, and provide input to the analysis of the financial performance of the project during the evaluation stage.
- Sets up and administers the project planning (process) and after approval ensures effective implementation, monitors and provides advice on the execution in order to support the project management in the realization of the project schedule objectives.
- On contracts he/she manages the Requests for Proposal including tendering, advises the Project Manager / tender board and prepares the contracts.
- Supports the project-manager with preparing project cost reports, meeting agenda’s and minutes.
- Performs project expenditure analyses and prepares advices for the Project Manager. Provides on time signals for (potential) over-expenditures. Sets up a sound reporting structure including milestone reporting, reference to the approved investment proposal, detailed latest estimate of the project, maintenance of variations and project progress reports.
- Regularly reviews project risks and exposures via a proper financial risk management plan. Prepares and after approval executes the project mitigation plan. In consultation with the staff of HTL and VTTI, ensures compliance with a local risk management policy and effective execution. Verifies credit worthiness of contractors.
